Norway proposes decriminalising recreational drug use

Norway’s government has proposed a bill to decriminalise the possession and use of small quantities of illicit drugs including cocaine, heroin and amphetamines. The government has argued that people caught with drugs should be referred to counselling rather than face a criminal record. Proponents of the proposal have suggested that decriminalisation would also reduce stigma for vulnerable people.
